"The developers of a proposed biomass plant in East Springfield addressed the city Public Health Council on Tuesday night, saying the 38-megawatt plant meets state standards and emissions would be continuously monitored...
Many project opponents attended a council meeting last month in Pine Point, and on Nov. 18 Suzanne K. Condon, director of the state Bureau of Environmental Health, wrote to Daniel Hall, sold waste section chief for Western Massachusetts with the DEP, expressing concern that no health impact assessment had been conducted in connection with the proposed plant.
‘We believe the optimal approach to evaluating the public health impacts associated with the proposed facility and to best respond to resident concerns would involve conducting a comprehensive HIA (health impact assessment) that includes a more representative sampling and analysis program of the (construction and demolition) waste stream,' Condon wrote..."
